Strategic Plan

Mission:

RAAD is a group of Delaware non-profit organizations that advances reproductive justice and bodily autonomy statewide through education and collective action.

Strategic Priorities:  

RAAD will focus on four strategic priorities:

1.   Sustainable Funding & Access to Care
2.   Education & Public Awareness
3.   Legislative & Policy Advocacy
4.   Alliance Development

Priority 1: Sustainable Funding and Access to Care

Goal:

Increase sustainable public investment and reduce barriers to equitable reproductive and gender affirming care services across Delaware.

Key Strategies:

• Advocate for the creation and funding of a State Reproductive & Gender Affirming Healthcare Equity Fund dedicated to reducing barriers to healthcare 
• Expand service capacity among providers through increased training, including intentionally integrating doula care and midwifery services into the care model 
• Improve multilingual and geographic access to healthcare services
• Promote sustainable funding and expanded insurance coverage and benefits

Priority 2: Education and Public Awareness

Goal:

Increase public understanding of reproductive and gender justice issues through accessible education and outreach.

Key Strategies:

• Conduct Know-Your-Rights training statewide and distribute materials to support education related to reproductive rights
• Partner with universities and student organizations to increase public health education on reproductive and gender healthcare among young adults
• Create wellness, empowerment, and healing-centered community events
• Provide public health education on reproductive and gender healthcare

Priority 3: Legislative & Policy Advocacy

Goal:

Advance policies that protect bodily autonomy, expand reproductive care access, and reduce structural barriers. 

Key Strategies:

• Expand and protect shield laws to safeguard patients, healthcare providers, and support networks involved in reproductive healthcare from out-of-state investigations, prosecutions and civil penalties.
• Advocate for data privacy protections that prevent the collection, sale or misuse of personal reproductive health information by technology companies, healthcare entities, and third parties.
• Support policy reforms that protect young people’s confidentiality, autonomy, and access to reproductive healthcare.
• Advance a “state of the state on reproductive healthcare” needs assessment to identify gaps in access, affordability, provider capacity, and health outcomes to inform evidence-based policy and funding decisions.
• Advocate for state constitutional protections that guarantee the fundamental right to reproductive freedom

Priority 4: Alliance Development

Goal:

Strengthen RAAD as a statewide convener and collaborative network. 

Key Strategies:  

• Host quarterly convenings with service providers and advocacy groups to strengthen partnerships across health and community sectors and improve coordination of services and advocacy
• Establish alliance communication infrastructure
• Expand alliance membership, including student representation
